Trump Administration Proposes To Scrap H-1B Lottery System, Floats New Rules

The US has unveiled plans to make more changes to the H-1B visa programme just days after President Donald Trump announced a steep hike in fees to $100,000.

The Department of Homeland Security seeks to abandon the existing lottery system in favour of a weighted selection process. "This is aimed at ensuring H-1B visas for higher-skilled and higher-paid aliens, while maintaining the opportunity for employers to secure H-1B workers at all wage levels", says the DHS.

According to the proposal, the selection will be based on the wage level. Workers in the highest of the four wage levels -- earning an annual salary of $162,528 - will receive four entries into the selection poor, which will increase their selection probability. Those at the lowest tier will get only one entry.

Nicole Gunara, Principal Immigration Attorney, Manifest Law said the new proposal could reshape how global talent flows into the US economy. 

"In effect, an engineer offered $150,000 at Meta might now have multiple lottery entries, while a junior developer at a startup earning $70,000 might only get one. This tilts the system toward established companies that can pay at the top of the market and away from emerging firms that rely on younger international talent", Gunara said. Moreover the rule could push the shift towards a more senior, higher-paid tech workforce and redefine how the country competes globally for skills.

She explained, "If this rule goes into effect, the H-1B lottery will no longer be purely random. Instead, each applicant's odds will be weighted by salary level. A candidate in a top wage tier could receive multiple entries in the lottery, while someone at an entry-level salary may only get one. That means higher-paid, senior roles will have significantly better chances of selection, while recent graduates and early-career workers will face much steeper odds."

Last week, Trump had signed a proclamation announcing a $100,000 fee for each new application. The visa allowed for companies in the US to hire skilled foreign workers in fields such as technology and engineering through a lottery system.

"President Trump promised to put American workers first, and this common-sense action does just that by discouraging companies from spamming the system and driving down wages. It also gives certainty to American businesses who actually want to bring high-skilled workers to our great country but have been trampled on by abuses of the system", White House spokeswoman Taylor Rogers clarified.

While signing the proclamation, Trump said that the "incentive is to hire American workers".

Indians make up 71 per cent of all the approved H-1B applications, according to data by the US Citizenship and Immigration Services.

Will Scharf, the White House staff secretary had said that the H-1B non-immigrant visa program is one of the "most abused visa" systems currently in the US.

Indian IT giants such as TCS, Infosys and Wipro rely heavily on H-1B visas and the new fee could cost the companies billions. A direct outcome would be reduced hiring or shifting jobs back to India.

This comes amid a visit to the US by External Affairs Minister S Jaishankar and Commerce and Industry Minister Piyush Goyal to meet Trump administration officials in New York on Monday.

EXCLUSIVE: After Rahul Gandhi’s ‘Aland’ fraud charge, EC makes Aadhaar-linked phone mandatory for online voter deletion

The Election Commission has rolled out a new ‘e-sign’ feature on its ECINet portal and app, which requires those seeking to register as voters, or applying for deletion and corrections, to verify their identity using their Aadhaar-linked phone numbers.

The EC move comes less than a week after Leader of the Opposition Rahul Gandhi alleged the misuse of online voter deletion forms in Karnataka’s Aland constituency, ahead of the 2023 state Assembly polls, as part of his press conference on “electoral fraud”.

Earlier, applicants could submit forms on the EC apps and portal after connecting a phone number with an existing Electors Photo Identity Card (EPIC) number, with no verification done of whether the details indeed belonged to them.

The e-sign feature, not present till Monday, could be seen on the EC’s ECINet portal on Tuesday while submitting forms. An applicant filling Form 6 (for registration of new electors), or Form 7 (for objecting to proposed inclusion/deletion of a name in existing rolls), or Form 8 (for correction of entries), on the ECINet portal now has to clear the e-sign requirement.

This means the portal warns the applicant to ensure that their name on the voter card that they are using for their application is the same as the one on their Aadhaar, and that the mobile number they are using is also linked to Aadhaar.

 There is no change in the Form 7 itself used to apply for deletions or objections

, which requires sharing of all the details of the person whose name is sought to be deleted or objected to (the reasons can be death, shifted, ineligible due to not being an Indian citizen or under 18 years).

After an applicant has filled the form, they are taken to an external e-sign portal hosted by the Centre for Development of Advanced Computing (CDAC), which operates under the Union Ministry of Electronics and Information Technology. On the CDAC portal, the applicant is required to enter their Aadhaar number and then generate an “Aadhaar OTP”, where the OTP is sent on the phone number linked with that Aadhaar number.

The applicant has to then consent to the Aadhaar-based authentication and complete the verification. Only after that is completed is the applicant re-directed to the ECINet portal to submit the form.

With the e-sign feature being rolled out, sources say the possibility of what happened in Aland is greatly reduced.

At his press conference on September 18, Gandhi said that “someone” had tried to get names of about 6,000 voters deleted from booths in Aland through online submissions, and that in most cases, the identities of actual voters had been misused to submit the application forms. The phone numbers used to get an OTP to submit the forms were also found to not belong to the electors in whose names the forms were filed.

In February 2023, the poll panel had done its verification of the deletion applications for Aland, and filed an FIR in the case.

The ECINet, launched earlier this year, is one portal and app that combines around 40 earlier apps and portals of the EC meant for voters and officials, including ERONet. The EC had launched ERONet in 2018 as a centralised portal for Electoral Registration Officers (EROs).

Through ECINet, electors can submit forms and election officials can process them. In each case, the Booth Level Officer and ERO concerned are supposed to conduct an inquiry.

In response to Gandhi’s allegations, the EC had said in a statement: “No deletion of any vote can be done online by any member of the public, as misconceived by Shri Rahul Gandhi. No deletion can take place without giving an opportunity of being heard to the affected person. In 2023, certain unsuccessful attempts were made for deletions in Aland Assembly constituency and an FIR was filed by the authority of the EC itself to investigate the matter.”

The poll panel also said that a physical verification of the 6,018 names for which deletions were sought in Aland found that only 24 applications were correct. Applications with respect to the remaining 5,994 were not processed as they were found to still be residing in the same places.

Gold prices hit new record highs; Powell speech in focus

Investing.com -- Gold prices rose Tuesday, climbing to new record levels, buoyed chiefly by increased haven demand as recent comments from Federal Reserve officials sparked some caution over future interest rate cuts.

At 07:55 ET (11:55 GMT),  rose 0.8% to $3,780.83 an ounce, having climbed as high as $3,191.10, a new record, and gained 1.1% to $3,817.00/oz. 

Powell speech in spotlight 

Several Fed officials on Monday struck a cautious stance on expectations of more interest rate cuts by the central bank, with Atlanta Fed President Raphael Bostic stating in an interview that he did not favor an October rate cut on caution over sticky inflation.

Cleveland Fed president Beth Hammack echoed Bostic’s concerns, stating that current policy was not restrictive enough. Both Fed members are not part of the central bank’s rate-setting board.

Board member Stephen Miran, who took the position a week ago, kept up his calls for substantially lower interest rates, echoing Trump’s stance that rates should fall substantially. Miran was a sole dissenter in the Fed’s meeting last week, calling for a 50 basis point cut over the 25 bps the central bank enacted.

Fed Chair is set to speak later in the session. 

U.S. PMI data for September is also due later, offering up more cues on business activity in the world’s largest economy. The print is expected to show slightly slower growth in both and activity, and could spur some concerns over a cooling U.S. economy.

data– which is the Fed’s preferred inflation gauge– is due this Friday, and will be the week’s main economic event. The print is expected to show inflation remained sticky in August, with inflation remaining above the Fed’s 2% annual target.

Before the PCE data, markets will also be watching a final reading on second-quarter growth. Earlier prints showed the world’s largest economy growing more than expected in the June quarter, despite headwinds from tariffs. 

Platinum, silver soar

Metal markets have widely benefited from the Fed’s rate cut last week, with up 2.8% to $1,465.15/oz and rose 0.9% to $44.612/oz on Tuesday. 

Among industrial metals, benchmark on the London Metal Exchange fell 0.2% to $9,981.00 a ton and COMEX fell 0.1% to $4.6280 a pound.

Pakistan push winless Sri Lanka on the brink of elimination

An all-round performance from Hussain Talat, Shaheen Afridi's key strikes and a measured batting show from the middle order ensured a comfortable victory for Pakistan in their second Super 4s match of the Asia Cup. After restricting Sri Lanka to 133 for 8, Pakistan crossed the finish line with five wickets in hand and two overs to spare, thanks to Talat and Mohammad Nawaz's unbroken 58-run stand, leaving the opposition winless after two games.

Where was the game won?

In the middle overs. Although both teams lost three wickets each in this phase, Pakistan's strikes also stagnated Sri Lanka's scoring, with only two fours and 35 runs coming for them in this phase. On the other hand, Pakistan ensured they stayed close to the required rate thanks to Talat and Mohammad Nawaz's calculated partnership, before both batters were able to finish it off rather easily in the death overs.

Powerplay: Pakistan make early inroads

Sri Lanka had an early setback after being asked to bat as Kusal Mendis flicked an incoming delivery from Shaheen Afridi straight to short midwicket to depart for a first-ball duck. Kusal Perera then flicked a Faheem Ashraf delivery for a six, and Pathum Nissanka clubbed Afridi for a maximum. But the left-arm pacer hit back by getting a length ball to move across Nissanka and the batter's cross-batted attempt only resulted in an edge to the 'keeper. In the same over, he overstepped and Charith Asalanka sent the free-hit over the ropes. The skipper then hit two fours off Ashraf, which was followed by an economical three-run over from Afridi. Sri Lanka slipped into more trouble as Perera, having struck a four off Haris Rauf's first ball, chipped the next one to mid-on. But they continued to go hard, with Kamindu Mendis striking a four and a six to help his team past fifty.

Middle overs: Talat, Abrar leave Sri Lanka in more trouble

Asalanka was nearly caught in the deep in Salman Agha's first over and he departed soon after as he tried to pull one from Hussain Talat but mistimed it. Dasun Shanaka nicked the very next ball to the 'keeper as Sri Lanka lost half their side with only 58 on the board. Wanindu Hasaranga saw off the hat-trick ball and got off the mark with a boundary. But the regular wickets slowed it down for Sri Lanka, who reached 70/5 at the halfway stage, getting only 17 runs in the 5 overs after the powerplay. Hasaranga, who was hit on his wrist by a shot from Kamindu, struck the first four after a drought of 21 balls when he cut a Rauf delivery over cover-point. Hasaranga, though, was the sixth to fall as he was bowled by Abrar Ahmed trying to play across the line. Pakistan lost a review when Abrar thought he had Chamika Karunaratne caught-behind off a sweep but the bowler finished with excellent figures of 1 for 8.

Death overs: Kamindu, Karunaratne help Sri Lanka past 130

Kamindu finally got a move on, striking a boundary apiece off Talat and Rauf, with 17 runs coming off the two overs combined, as Sri Lanka crossed 100. He then got a four and a six off Ashraf in the 18th over, which yielded 13 runs. Kamindu registered a 43-ball fifty but fell soon after, leg-before to Afridi, with Pakistan taking a review to get the decision in their favour. Karunaratne got a boundary off Rauf in an 8-run final over as Sri Lanka managed to cross 130, with 28 coming off the last three overs.

PAKISTAN

Powerplay: Sri Lanka strike after positive start

Sri Lanka's pacers looked menacing at the start, with Nuwan Thushara and Dushmantha Chameera operating with a lot of pace. Chameera even struck Fakhar Zaman on the helmet with a short delivery but Sri Lanka lost a review as they went up for a top-edge, and there wasn't any. Fakhar struggled after that, playing and missing a couple of times, and just about managed to clear the fielder to get a boundary when he swung hard at a short of length delivery. The first shot of authority came from Sahibzada Farhan when he went over the leg-side for a six off Thushara and followed it up with another maximum and boundary in the same over. Maheesh Theekshana conceded 10 in the next over, which included four byes after a tough stumping chance was missed. Chameera kept it quiet in the next over before Theekshana delivered a double strike to lift Sri Lanka. Farhan and Fakhar mistimed their lofts, allowing Sri Lanka an avenue to get back into the game.

Middle overs: Pakistan on track despite wickets

Pakistan continued to lose wickets as Hasaranga struck a couple of times. The legspinner had one spin past Saim Ayub to get him bowled before trapping Agha in front, as the skipper also took a review with him. Meanwhile, Talat hit a couple of boundaries to ensure that the scoring did not stagnate, as Pakistan reached 71/4 after 10 overs. But they suffered another setback, as Mohammad Haris, going for an expansive drive, was bowled by Chameera in the 12th over. Sri Lanka lost another review when Theekshana was confident that he had Talat trapped in front. The equation, though, was in Pakistan control as they needed 47 off 42, which became run-a-ball when Mohammad Nawaz got two fours off Hasaranga and one off Thushara to take Pakistan past 100 in the 15th over.

Death overs: Nawaz, Talat finish it off in style

Asalanka kept it tight in the 16th over to concede only 4 runs. Hasaranga then came back into the attack for his final over and his first ball went for a four as Talat put away a short delivery. He conceded two wides and was hit for another four by Talat as he gave away 12 in the over, bringing the equation to 14 off 18. Pakistan needed only one more over to race to the target, with Nawaz smashing three sixes off Chameera in the 18th over.

Brief scores: Sri Lanka 133/8 in 20 overs (Kamindu Mendis 50; Shaheen Afridi 3-28, Hussain Talat 2-18) lost to Pakistan 138/5 in 18 overs (Mohammad Nawaz 38*, Hussain Talat 32*; Maheesh Theekshana 2-24, Wanindu Hasaranga 2-27) by 5 wickets.

What next?

On the verge of being knocked out, Sri Lanka play India in the last match of the Super 4s phase, on September 26. But they could be out of contention before that if India beat Bangladesh on September 24. Pakistan's next match is against Bangladesh on September 25, with the remaining games of the competition to be played in Dubai.

Days after the makers of Kalki 2 removed Deepika Padukone from the film, CNN-News18 Showsha has now exclusively learnt that the actress had already shot for 20 days for the sequel to Prabhas’ starrer during the first part shoot of the Prabhas’ starrer. Swiggy to hive off Instamart into separate, wholly owned subsidiary via slump sale

Instamart has become a significant contributor to Swiggy’s topline

Food and grocery delivery major Swiggy will hive off its quick commerce arm Instamart into a separate subsidiary through a slump sale, according to regulatory filings made by the company on September 23.

The business — including all assets, liabilities, employees, permits, contracts and intellectual property — will be transferred to Swiggy Instamart Private Limited, an indirect step-down wholly owned subsidiary incorporated in India, the company said.

The slump sale is subject to shareholder approval and is expected to close after the third quarter of FY26, once customary conditions are met. While Swiggy has not provided a strategic rationale in the filing, the move may pave the way for clearer financial reporting and could also give the company flexibility for future fundraising or a potential spin-off.

"Instamart has experienced rapid expansion over the past 3 years. In Q1 of FY 2025-26, our Quick-commerce business continued to accelerate, recording 108% year-on-year growth in gross order value. Instamart has also emerged from the shadow of Swiggy’s food delivery business to become a standalone brand, with its gross order value and user base slated to exceed food delivery business in the near future," said a Swiggy spokesperson.
